The 2003 Joel Palmer Award Winners are: “Painting the Philippines with an American Brush: Visions of Race and National Mission among the Oregon Volunteers in the Philippine Wars of 1898 and 1899” by Sean McEnroe OHQ 104:1, Spring 2003 Sean McEnroe is an Upper School history teacher at the Oregon Episcopal School in Portland, Oregon. He received his M.A. in history from Portland State University in 2001. His article is based on his master’s thesis. Honorable Mention “Replacing Salmon: Columbia River Indian Fishing Rights and the Geography of Fisheries Mitigation” by Cain Allen OHQ 104:2, Summer 2003 Cain Allen is a doctoral candidate in the Department of Geography at the University of British Columbia. He has a master’s degree in history from Portland State University and is currently working as a researcher in the Oregon Historical Society’s Education Department. “ ‘Ruining’ the Rivers in the Snake Country: The Hudson’s Bay Company’s Fur Desert Policy” by Jennifer Ott OHQ 104:2, Summer 2003) Jennifer Ott holds a master’s degree in history from the University of Montana. She has worked in museum education in Amana, Iowa, and Seattle, Washington, and has contributed to historylink.org, an online encyclopedia of Seattle, King County, and Washington state history. She is currently exploring creating historical markers documenting Washington’s environmental history prior to Euro-American settlement.
